ISO 30000:2009 specifies requirements for a management system to enable a ship recycling facility to develop and implement procedures, policies and objectives in order to be able to undertake safe and environmentally sound ship recycling operations in accordance with national and international standards.

The management system requirements take into account the relevant legal requirements, safety standards and environmental elements that the ship recycling facility needs to identify and comply with in order to carry out safe and environmentally sound ship recycling.

Guidelines for selection of ship recyclers (and proforma contract)

ISO 30002:2010 provides guidance to shipowners in the selection of a ship recycling facility. It applies to the process of selecting a ship recycling facility and the use of a pro forma contract. It does not consider other aspects of ship recycling which are covered by other standards of the ISO 30000 series.
This is applicable to shipowners who wish to select a ship recycling facility in order to carry out safe and environmentally sound ship recycling, to demonstrate conformity with the ISO 30000 series, and to assure themselves that the ship recycling facility chosen is in conformity with the ISO 30000 series.

Requirements for bodies providing audit and certification of ship recycling management
ISO 30003:2009 contains principles and requirements for bodies providing the audit and certification of ship recycling management systems according to management system standards and standards such as ISO 30000.
ISO/PAS 30005:2010
Ships and marine technology -Ship recycling management systems:
Information control for hazardous materials in the manufacturing chain of shipbuilding and ship operations.
ISO/PAS 30005:2010 provides guidance for the management, communication, and maintenance of information in an effective, standardized, and compatible manner in accordance with the requirements of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships.
ISO/PAS 30006:2010 Ship recycling management systems: Diagrams to show the location of hazardous materials onboard ships
ISO/PAS 30006:2010 provides requirements for diagrams to show the location of hazardous materials onboard ships. Such diagrams help ship recyclers understand an inventory of hazardous materials, a document that is required by the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009. ISO/PAS 30006:2010 is also helpful to any person required to prepare an inventory.
ISO/PAS 30007:2010 Ships and marine technology:
Measures to prevent asbestos emission and exposure during ship recycling

ISO/PAS 30007:2010 provides effective methods for minimizing the dangers of asbestos during ship recycling, reducing both the release of asbestos into the environment & worker exposure to asbestos. It helps ship recyclers to fulfill the requirements of the Hong Kong Int. Convention for the Safe & Environmentally Sound Recycling of Ships, 2009

Most of the items and materials available in a ship can be recycled, the presence of asbestos, hydrocarbons, and other environmentally hazardous substances can have negative repercussions for the environment and human health. This is why they need to be controlled properly.

Because of this, the International Organization for Standardization (ISO) has launched the ISO 30000:2009 norm. This standard covers ships and marine technology and ship recycling management systems and includes specifications for management systems for safe and environmentally sound ship recycling facilities.

ISO 30000 series - management system standards for recycling of ships:

  • Is aimed at supporting environmental protection and increasing worker safety
  • Has been developed with the cooperation of the International Maritime Organization (IMO), a UN agency located in London, and other international organizations
  • Will support and supplement the work of IMO, the International Labor Organization (ILO), and the United Nations Environment Programme (UNEP)/Basel Convention (UNEP) in developing conventions, codes of practice, and guidelines for safe and environmentally sound ship recycling, to address the concerns of the various stakeholders.
The first of the standard in the series is ISO 30000:2009, which was officially published on March 15, 2009. This document was published earlier as ISO/PAS 30000:2008, a publicly available document pending final release. There will be a number of other standards in the series addressing best practices, assessments and plans, guidelines for selecting ship recyclers, requirements for certification and audit bodies, information for controlling hazardous materials, and methods for removing such materials, including asbestos.  ISO/PAS 30003:2009 covers requirements for bodies providing audits and certification of ship recycling management.

The standard specifies the requirements for a management system to enable a ship recycling facility to develop and implement procedures, policies, and objectives to be able to carry out the activities related to ship recycling in accordance with national and international standards, resulting in safe and environmentally sound ship recycling.

The management system takes all the relevant legislative requirements, safety standards, and environmental aspects into account that ship-recycling facilities need to identify and comply with to carry out safe and sound ship recycling.

ISO 30000 applies to the entire process:

  • Accepting a ship for recycling by the facility
  • Assessing the hazards on board the ship
  • Identifying and complying with any applicable notifications and import requirements for the ships to be recycled
  • Carrying out the recycling process in a safe and environmentally sound manner
  • Conducting the required training for the employees
  • Ensuring the availability of amenities (first aid, health checks, food, and beverages)
  • Storage and processing of materials and wastes from ships
  • Waste stream and recycling stream management, including contractual agreements
  • Documentation controls for the process, including any applicable notifications of final disposal of the vessel.
All the requirements of ISO 30000:2009 are intended to be incorporated into the management systems of any ship recycling facility. To comply with this international standard, the management systems need to address all requirements.
